preserving admin-set permissions

Is there a way to ensure that RPM will never modify the permissions set
by the admin during future upgrades of a given package?
Case in point: I wish to strip the setuid bit from /usr/bin/suidperl,
but I would like to make sure that if an updated perl package ever is
installed, it will not set that bit again.
All I saw in the rpm man page were --setperms and --setugids but it
doesn't give any hints on its purpose, and a Google search did not turn
up anything particularly useful.
(Fwiw I really think the suid version should be distributed in a
separate package, installing a suid binary just because you want 'perl'
is a little drastic IMHO.)
