Well, IMO that is the One True Way.  If those RPM's do not have the right 
Provides, (ie: if they provide java libraries but fail to mention they 
Provide java), then they should be fixed and rebuilt.
If Sun and IBM do not do that then you should do so yourself.
It's still a very real reality that a lot of big software is packaged 
poorly (OSS, OpenOffice, java, ...), and redoing it yourself when you know 
what to do is a very good option.

In my experience Red Hat has been, for example, responsive in any bug 
reports regarding their packaging, and there is a good chance IBM and Sun 
might do so too.  Have you tried ? Suggesting that their RPM's should have 
Provide: java doesn't seem like a big problem from their point of view.
