yeah...i wouldn't think there'd be a compelling reason for redhat to put 
out apache 2.0 rpms unless they're for rawhide.  1.3.x is still stable and 
secure.

learning to write spec files can be a bit intimidating, especially for
fairly complex software like apache.  the best resource to start with,
though its current iteration is from the 3.0.x days, is the book "Maximum
RPM" by Ed Bailey.  you can actually download the full text of the book
from http://www.rpm.org/ (it's also available in dead-tree form).  
personally, i would recommend sticking with source-based installs for
apache and its extra components until either a) you get some experience
with writing spec files and building rpms or b) someone releases a redhat
or redhat-compatible set of apache 2.0.x rpm's.  i've always found
installation from the source to be fairly well documented.
