The word "provides" maybe confuses. Package more like "contains" a file
and "provides" a capability.
rpm -qf /path/file might be what you're looking for.

There's a rpmdb package that contais the full package list. You can
install that and use it (IIRC) in --dbpath and query as if all those
packages had been installed. -qf again will tell a file and some
provides switch the provides.
