RPM in Cygwin environment?

I read on http://rpm.org that a version of rpm was available for Cygwin
(B20, at least).  I followed the link and downloaded rpm.exe from
ftp://ftp.blackcatlinux.com/pub/RPM-bin/cygwin-B20/

I have Cygwin 1.3.12-2 installed on my Win2000 box. Tried to use the
downloaded rpm.exe to load a couple of RPMs.  Fails on every one I try with
the message:

     failed to open /var/lib/rpm/packages.rpm

     error: cannot open (null)/var/lib/rpm/packages.rpm

Well, there isn't even a lib subdirectory on my /var, so I'm not surprised.
I guess there's some additional installation required for RPM, but the FTP
site offered only the single executable file.

SO -- IS THERE A VERSION ANYWHERE OF RPM THAT CAN BE INSTALLED INTO CYGWIN?
