I removed the line with the PHONY thing on it, as well as the \.  With 
the addition of a tab, the make file worked once again.  I have no idea 
why the configure wrapper wont put the tab in front of the @echo line.  
But I can get around that for now.

Which version of gettext should I be using?  I've tried 0.10.40, and 
0.11.2, and I still seem to get these problems:

From looking at the code, it seems you have duplicated most of the 
gettext libraries inside the source tree.  My system has become such a 
mess I don't know what I have installed, and what versions i'm using 
anymore for half of this stuff.  Which I guess is why I'm trying to get 
this working after all.  Going to make a rpm repository, and come up 
with a standard installation of packages that are recent, and work 
together.
