Dunno (but I'm using gettext-0.11.2-3 ATM :-).
Why not configure with --disable-nls and punt on gettext?

The intl directory is so that, on non-gettext aware systems, one
can configure with internal gettext.
Installing gettext is by far the best solution if you do need i18n.
