optflags problem

Hi,
Can someone explain why this doesn't work? I am expecting to get back "-bork"
for %optflags when I do the following:
cd /tmp
echo "macrofiles: ./macros" > rpmrc
echo "%optflags -bork" > macros
rpm --rcfile ./rpmrc --eval "%optflags"
This gives me back "-O2" as the answer. What is wrong here?
This is with rpm-4.0.4-7x.
