rpm -ba does not work

Hello,

1.

I have problems to compile rpm packages with the command 
" rpm -ba foo.src.rpm " or " rpm --rebuild foo.src.rpm ".
Both commands does not work on a fresh RedHat Linux 8.0.
The error message is " unknown option ". 
 
2. 

Does anyone know how to see the already installed Packages ?
Is Gnorpm or kpackage no longer supported by RedHat ?
