rpm access to all mounted hd's on install

Hello!
I have 2 harddisks in my system. The second one has mounted partitions,
but seldomly used, so it spins off after some time.
If I install an rpm (rpm -ihv <name>), then it won't finish, until the
second harddisk is spinned on (somehow accessed) although there are no
files installed on it.
Why does rpm access this mounted hd?
P.S. System: Redhat 7.3, rpm-4.0.4-7x.18
