Does rpmtsCreate() ever return a failure?

Hi All, 

I was looking at the code for rpmtsCreate() trying to determine 
what would indicate it had failed to create a transaction, and it
looks like it never returns failure?  Is this true, and
if so if was ever going to return failure would check for NULL
be sufficient to catch this?
