Speaking of /usr/share/doc/rpm-<version>/, how do you process the files in this directory? They look sort of like sgml, but not quite. There is a makefile in the directory but no make instructions and 'make all' says:
make: *** No rule to make target `../../configure.ac', needed by `Makefile.in'. Stop.
They are readable as is, but I'd like to know what was intended...

The closest thing rpm has is relocatable packages; see:
/usr/share/doc/rpm-<version>/relocatable
