RPM -devel package dependencies

I've modified my document today. Please take a look at it:

I'm running the find-[provides|requires] scripts that are mentioned in 
the document under option 3 on my alpha at the moment. It's looking 
_very_ promissing. I'm confident that the proposed solution described in 
option 3 can provide a reliable dependency structure for -devel 
packages, based on the capabilities they provide and require.

I'd like to propose option 3 for inclusion in rpm, at least within 
Mandrake, but perhaps also within the "core" rpm. How do I do this? Who 
should I talk to?
