Yes.  Use -i rather than -U.  At one time you could even 
do something like:

	rpm -Uvh foo-1-2.i386.rpm foo-1-1.i386.rpm

and end up with duplicate entries (this may still be the case).

No, at least not without them being built as relocatable 
packages.  I don't think you can relocate a package without 
relocations (is this correct Jeff?).

If they were relocatable, and you relocated them yes.  What I don't 
know is what happens when you relocate the same rpm (i.e. same NEVR) 
twice?
