reinstalling rpm's

How do I reinstall rpm's? Is there a way to do this
through apt-get?
(I recently did an rpm -Va and I see several missing
files, and presume it would be a good idea to
reinstall the rpm's associated with them).
Also, the rpm -Va shows lots of files with various
flags (S, M, 5, L, and T)--how do I decide whether I
need to fix any of the rpms? Are there certain flags
that are more alarming? (Clearly, if you change a
config file, then it will show up in the rpm -Va and
that doesn't mean you need to reinstall the rpm).
