cross-compiling rpm (oh boy!)

I've had no luck in finding anything regarding cross-compiling rpm.
(That is, building rpm to execute on another platform. I am currently
able to cross-package rpms using rpm.)
(How do you tell Google you want information about rpm-the-program
instead of rpm packages? I can't seem to get into the list archives
despite being subscribed and having cookies turned on for redhat.com...
Grrrr.)
I'm trying to compile rpm 4.1 for arm-linux, but getting compile errors
while it builds popt. I have cross-built popt-1.4 as a separate package
(which creates libpopt.{a,la} and popt.h). Is there a way to use that
instead, or something? Or is that path rife with its own tribulations?
(I believe I got similar problems with rpm 4.2, but I'd have to
double-check to be certain.)
Pointers to any information would be appreciated.
