rpm-4.2 and later has concurrent access, so parallel installs are permitted.
Whether this actually works or not is a whole different matter, there's
certainly
other, not just database, serializiation locks that can/will be needed
in order to
reliably do parallel installs.
My guess is that you can probably succeed in doing parallel installs
with a couple
of packages. Whether rpm can/should support parallel installs is an
entirely open
ended question.
In case I'm not making myself perfectly clear:
Don't bet your job on "parallel install" support in rpm any time soon.
