rpm --justdb as regular user...

Hi All,

I have built an rpm simular to rpmdb-redhat and it seems I have to be
root to create the rpm, mainly because it appears that even if you are
creating your rpmdb in a directory that you own as regular user, it
seems to still want root access.  What is going on that is preventing
this from working?
