It's usually not rude when the entire text you include (so-called
"quoted" text) is significant and relevant to what your message is
about.

It's often rude when the what you write is significantly smaller
than the quoted text.

It's always rude when the quoted text is long and irrelevant---for
example, a long, verbose signature or a copy of the list digest
(a "digest" contains a number of messages posted to the mailing list,
bundled together and sent as one message to subscribers who request
it).

In the particular case i pointed out, the poster had included an entire
list digest containing seven full messages which had recently been
posted to rpm-list@redhat.com.
