Compiling rpm against clib

Greetings,
here at the RULE project we are currently stuck with the following
problem:

Any comments/pointer/suggestions about how to do this?
Right now I have nothing else to provide because I just got the
message above from another guy, and I installed FC2 only two days ago,
am still restoring stuff from backups, etc..
I will try to reproduce and post the exact error found during
compilation of rpm, but in the meantime any feedback is welcome.
