usefulness of PartialHardlinkSets

Hi,

What is this used for?  The only thing I see in the code (4.2) is that
this is set if hardlinks are found in the %files section (as opposed
to everything under $RPM_BUILD_ROOT).

Does the cpio packaging part behave differently for hardlinks, before
4.0.4?
