Anaconda sort order

There is a --anaconda switch that you can throw when installing rpms.
Looking at the source it seems to affect the dep sort order, but I did not
understand how after first looking at the code in depends.c.  Does anyone 
know exactly what is different with the dep sort when rpm is given this
option?
