turn a tarball into RPM

I'm trying to create an rpm that does not need to compile any code. I just need it to extract the tar-ball into a directory and create a few icons. Is this possible?

When I tried, it tried to find the configure file.
/var/tmp/rpm-tmp.67234: line 47: ./configure: No such file or directory
