Are __db.00[123] lock files or not?

Hi,

I thought /var/lib/rpm/__db.00[123] were lock files, but I see they're
always there on my box (even when I am not running any rpm-related app
-- yum, apt-get, rpm, up2date etc.) and rpm seems to be fine. Is this
ok?
