How does rpm4.2 deal with multilingual information?

Hi, Could anybody kindly tell me how rpm 4.2 deales with multilingual information?
I use Fedora Core 1 in Chinese, and I found that rpm can list the package information in Chinese. But I couldnt found any chinese words in the SRPM's spec file. Then I would like to know how the chinese information is added into the system? How should I include multilingual information in this way instead of directly input Chinese words in the SPEC file?  Any reply from you would be appreciated.
