I've looked at these tools earlier, and they may certainly be useful, 
but I'm not sure if they handle exactly the situation I'm describing 
here. I anyone knows, please tell me.

This is still somewhat besides the point, though, as I think rpm itself 
should do something like this.

That's the same as -F, isn't it? Yes that would do *some* of what I 
want. I could do

  1. Pick the packages that aren't installed already
  2. rpm -U <those packages>
  3. rpm -F <everything>

to get the desired effect. However, I want *one* command that does this. 
In particular, I'd like to have a mode where rpm automate the manual job 
described in 1)
