Jeff, thanks. I have submitted a couple of bugzilla RFE reports reqesting that 
something like:

%ifarch i386
Provides: glibc-devel-i386
%endif

get added to the glibc spec file under glibc-devel and

something like:

%ifarch x86_64
Buildrequire: glibc-devel-i386
%endif

gets added to the gcc spec file.
