Accessing the payload in memory ?

Are there any any APIs for accessing the payload ? It seems the file
sizes, names are available for the individual files in the payload --
so are inodes (although I'm not sure what they are supposed to
represent).
But is there a way to get a pointer to the contents of each file or
even the entire payload ?
Is the file format described anywhere ?
I'm trying to pick apart RPMs in memory for installing them into a
memory image that isn't a standard filesystem.
