It is conceptually useful to look at it the other way round
-- which is incidentally what actually happens too.

The %files section lists the files inside a package.  The
fact they are installed into a temporal root during packaging
is a techincal detail.  One can imagine arbitrary obscure
packaging methods (e.g., hijacking syscalls and complete
virtualization of the installation), but they would not
change a bit on the concept of %files.
