No, it's not. If the operation were 'F' (freshen), that would be the expected behavior. Upgrade will upgrade the rpm if it's there, and install it if not.

U for upgradere... are you sure an earlier version of the package
is already installed. If there's nothing to upgrade, silent return
is indeed the expected behavior.
