rebuild complete package from --repackage option

--repackage using rpmbuild
to build compleat package
I try with  'rpmbuild -rebuild package-file' but its not work
have anyway to build compleate package from this ?

from google some say that --repackage not intend for rebuild its just for 
rollback operation ?
