my software has£t got a RPM installer

I think you cuold't understand me
    I can install a rpm package but my software hasn't got the files wich 
    allows you for installing rpm
    My system has't got the "rpm......" codes
    I'm asking that How can I install "rpm installer" or someting like that
    My software has another pakacge system but I also want to use "Redhat Packet 
    Maneger"
    I hope I could told my problem
