Hmmm, rpm2cpio-the-binary is a very simple program and should
not have failed to extract the payload even for rpm-3.0.x packages.

Make a report at bugzilla.redhat.com with a reproducer (i.e. I need
a rpm-3.0.x package) if you want the problem fixed.
