Hi,

I guess you should leave all the sections of the spec file blank and
go to the %post section and write a few lines of code to check if the
user already exists, and based on that, you can create the user or
report the appropriate error message and abort the RPM install.

But let me ask you why an RPM for this? RPM is meant for something
else. Why not just write a shell script for this, which would be more
appropriate?
