Internet connection

My ISP in Abu Dhabi, is using an ADSL modem which sharing has been blocked
out and will not run on Linux.  I am required to use Windows to connect to
the internet.  Since sharing is blocked I have to use a proxy server on the
windows pc to allow the Linux box to get to the internet.
How do I get Sendmail and Fetchmail to know about the proxy and connection
to be able to get mail without using the dialup?
