That's not directories that are used... In /var/spool/mail, you'll find
one file per user that received e-mail on this system.

In most cases, files are created automatically...

I had the same problem with netscape, using the movemail option to download
new mails from /var/spool/mail/<user> to ~/nsmail/inbox. I checked and changed
the permission of the directory /var/spool/mail. But, it can be dangerous to do
this.
