SANE only sees scanners when logged in as root

Hello all,

I am trying to get a Microtek USB scanner to work.  For some reason, SANE 
will recognize the scanner when I am logged in as root, but not when logged 
in as a normal user?  How can I get it to work from a normal user account?

As far as I know, I haven't changed any of the default configuration that RH 
7.1 shipped with, as this is the first time I have tried to get it to work.
