Ok here is the update. I blew it. Someone said to look in: 
/var/log/httpd/su_exec/log and I said it was not there. It is there and here
is the erro message produced when I try to run a cgi script:

[2001-06-14 10:47:31]: info: (target/actual) uid: (akonstam/akonstam) gid:
(faculty/faculty) cmd: test.cgi
[2001-06-14 10:47:31]: emerg: cannot get docroot information
(/users/akonstam)

Now this is strange since it finds the .html, .jpg, etc. files in docroot.
Anyone have nay further ideas?
