We are using suexec because that is how Apache is configured in RH 7.1.
It is just one of the unavertised specials you get with RH 7.1. I find
this anoying as I did with the unadvertised compiling of sendmail with
tcp-wrappers.
Something needs to be done about this. You were correct changing the
default directory back to public_html solved the problem.
