As for the make config, you likely have the kernel-headers installed,
which are required, but not the kernel-source. The headers will create the
directory and put stuff in it. But only the source will put the Makefile
there.
I wish I could help on ppp with the 2.4 kernels. But, I changed to cable
just a little over a month before 7.1 was released and I haven't had to
set it up since then. I can only offer some help without benefit of
firsthand knowledge (which can many times be no help at all).
Here are, in no particular order, questions/thoughts/suggestions.
What have you tried since the fresh install? Do you know that the modem is
getting recognized? Have you tried using /dev/ttyS<whatever> instead of
/dev/modem? Have you tried with kppp, wvdial or the redhat dialer (sorry
forget the name)? In the past I've had one or the other fail only to find
another works fine. Have you run through minicom and started pppd
manually? Have you tried removing the modem, booting, and replacing the
modem with kudzu running throughout? What do your logs show, particularly
dmesg and and boot.log?
