Laptop and PCMCIA Network

I just installed Red Hat 7.1 on my Compaq Presario 1270 Laptop.  I seem to have a problem with apmd starting after the pcmcia services.  I also have a problem with eth0 loading before my pcmcia services.  

I do I edit the boot order so apmd starts first, then pcmcia and finally eth0.

If this is not the way to fix the problem, please inform me of the correct way.

PS where are my C headers install if at all when you do a laptop install
