It was the portfast.  It was disabled on all ports for that particular
card.  Thanks!  The laptop connects nicely now.

Just as an aside, have you had any luck with locking a switch port in
full duplex?  I've found unless the system card is locked too, the
system will fall back to half duplex creating a real mess!  I think
the spec for Ethernet requires that if the remote end refuses to
negotiate duplexing, the card must fall back to half duplex.  That is
consistent with my experience.
