No logins

I am asking for someone else on another mailing list, and evidently this
person is doing some sort of project at home or something, not exactly sure
what/why they are doing what their doing. But please do not answer with
"that isn't secure" or "you should never setup like that" or anything of
that nature revolving security. It's not involved using the internet or
anything and he lives by himself so no other people to worry about. So
please no rants on security or anything else, just how can it be setup to do
below.
What would it take to make RH 7.1 boot up and not require a login? Then
what would it take to change to root or boot up with root privileges but not
require to login as root?
In other words, how do you make it so no passwords are required or at least
asked for?
