Oracle 9i R2 Client

I've been attempting to get the Oracle 9i R2 Client to relink under
RedHat 9, it worked perfect under 8.0 and even Phoebe at one point I
believe. Here's part of what I get when I try to relink Oracle 9i R2
Client under RedHat 9:

: undefined reference to `__ctype_b'

/home/oracle/lib/libclient9.a(kudmi.o)(.text+0x3772): In function
`kudmchs':
: undefined reference to `__ctype_toupper'
...and so on. Any ideas how I can work around this? I'm kinda miffed
there was nothing in the release notes about breaking the libc ABI :(
Again, I just need to be able to run the sqlplus client on my desktop.
The Oracle server runs on RedHat Advanced Server.
Any suggestions would be greatly appreciated.
