You could use cygwin (http://www.cygwin.com) to get yourself appropriate
tools such as wget, alternatively some mirrors, such as
http://www.mirror.ac.uk/sites/ftp.redhat.com/pub/redhat/linux/
will let you download a tarred version of the updates directory for RedHat
9. I believe you can also download a tarred collection of packages with an
RHN account.
