apt-get and java troubles (2 distinct issues).

Whenever I try to use apt-get I get this:
$ apt-get: error while loading shared libraries: librpm-4.1.so: cannot open shared object file: No such file or directory

I've tried to find this librpm-4.1.so to no avail.  
I googled, freshrpm-ed and rpmfind-ed it.
Nothing...
Anyone?



Also, I have had constant trouble installing j2re.
After downloading and executing the shell script I do this:

bash-2.05b$ rpm -ivh jre-1.3.1_08.i586.rpm
error: cannot get exclusive lock on /var/lib/rpm/Packages
error: cannot open Packages index using db3 - Operation not permitted (1)
error: cannot open Packages database in /var/lib/rpm
bash-2.05b$

What's causing this error?  UTS bug?
