No, it was an out of court settlement between Microsoft and AOL.

Among the provisions of the agreement, AOL gets a no cost license to use 
IE for the next 7 years.  AOL sold out Netscape/Mozilla and this is 
probably the end of Netscape for good.  Mozilla may live on as a 
community supported project, but without corporate funding.

This is bad for consumers, and bad for users of all operating systems, 
not just Linux.
