Sendmail Not Excepting External connections

Hello,
Bit of an issue here. I have setup sendmail a dozen times and have
never had a problem. Well I need this box here to accept mail so I edit
the sendmail.mc and comment out the loop back line, I edit the
local-host-names file etc make -C /etc/mail and restart sendmail yet the
port is not open! I can not telnet to it, nmap or anything else. But
if I do an NMAP on local host it is up and open.
So maybie the firewall is on right? Nope, I set it to off and reboot
but still have the same problem, any one here have any ideas?
