unable to connect to s390x install via "vnc"

We successfully installed s390x yesterday using the text interface. Today, we're trying to install s390x using the graphical interface.

We've placed "vnc" in the parameter file as listed below. We've tried vnc in upper and lower case, with and without quotes. There are no obvious messages in Linux boot-up that anything was done for vnc. The installer is reading the parameters, because we get prompts when we elmiminate any of the parameters (except vnc).

We installed vncviewer via RedHat's up2date on a PC running RedHat 9. When we try to connect from the Linux PC to 172.20.67.232 (the "s390x being installed" address), we get messages "vncviewer: ConnecToTcpAddr: connect: Connection refused" and "Unable to connec to VNC server." We see no messages in the s390x log.

We've used the same vncviewer program to connect to the ATT vnc server installed on a Windows PC, so vncviewer is working. We can successfully connect to 172.20.67.232 via telnet and ssh.

The command we're using is "vncviewer 172.20.67.232:1".

What are we missing?

Thanks.
