unable to connect to 31 bit s390 install via "vnc"

We've downloaded the 31 bit version for s390. We're getting the same errors as with the 64 bit s390x. We're unable to connect with vnc. Connecting with telnet or ssh works fine. The command we're using is: "vncviewer 172.20.67.232:1" We're able to connect to other vnc servers with this viewer. Our parm file is listed below. Is vnc also broken on 31 bit s390, or are we missing something?

vnc is currently broken on 64bit archs. We are working on fixing this.
For remote installs you can still run vnc on another 32bit host and
then ssh to the s390x install environment as a short-term workaround.
